ASHRAE Level 1 & 2 Energy Audits are due. Contact us to comply!

In February, 2011 The San Francisco Board of Supervisors passed the San Francisco Existing Commercial Buildings Energy Perfor mance Ordinance requiring Owners of non-residential buildings in the City to report and disclose ENERGY STAR benchmark ratings each year and conduct an energy audit once every five years. Reports must be filed with the San Francisco Department of the Environment (SFDOE) by the dates listed below.

Reporting

Benchmark Reporting

Every April 1st, building Owners are required to report an Annual Energy Benchmark Summary (AEBS) to the SFDOE.

Audit Reporting

Building Owners are required to report a Confirmation of Energy Efficiency Audit for each building covered by the ordinance. Whole building audits must be conducted and audits targeting specific systems, such as HVAC or lighting, do not qualify.

Disclosure

The SFDOE will disclose benchmarking information for each building on their website beginning with the second AEBS reported by a building owner.

The following annual summary data for a whole building will be disclosed:

San Francisco buildings will also be subject to energy performance disclosure under California bill AB 1103 related to a sale, lease or refinance of their building.

Quality Assurance

SFDOE will have the authority to review the ENERGY STAR Statement of Energy Performance. If the quality is not deemed sufficient, fines can be levied.

Compliance & Enforcement

If a building Owner fails to file an AEBS report or a benchmarking or audit report is in violation of the Ordinance, the SFDOE will:


  1. An ASHRAE level I audit is a preliminary/walkthrough whole building audit
  2. An ASHRAE level II audit is a comprehensive whole building audit
